Tragedy was yet averted yesterday, Sunday May 26, 2013 when the building of a Lagos strip club, Ocean Blue collapsed.

The club, located on 14, Opebi Street lost half of its two-storey-ed structure when it collapsed. Eye witnesses say the incident which happened at around 1:20pm startled the neighbours.
An eye witness who talked to our reporter said, "I was just on my way out when I suddenly noticed the building crumbling from the top. I really hope no one was injured or has died".
Another witness, Nasiru Ahmed, who runs a provision kiosk confirmed to NET that no one was injured."They are lucky that it happened in the afternoon, because if it was in the night when customers would have been around, it would have been very disastrous", Ahmed said.
The reason for the collapse of the building is still not clear as the club security refused our reporter or anyone entry into the premises under the orders of the management.
From the looks of things the management of the club seem to want to conceal the misfortune as the strip club which is located in the carefully concealed premises was allegedly being run illegally.
A call through to the Ikeja Police Station, proved that the police is unaware of the incident.

Reporting to the County Project Coordinator (CPC), the Sub-County Project Coordinator (SCPC) will be in charge of planning and coordination of community driven development activities in the project at the Sub- County level.

The ideal candidate should have a Degree in Social Sciences from an accredited university in a relevant field; strong analytical, participatory methodologies and administrative skills, with effective communication skills coupled with at least 5 years experience in community driven development and must be computer literate.

A Masters degree in a relevant field will be an added advantage.

Duties and responsibilities
·                     Coordinate all CDD activities within the respective sub-counties which include Community micro-projects, Community Malaria Micro projects, Youth Micro projects and Community Foundation Seed Grant etc.
·                     Coordinate all training activities at Sub-County and Community levels integrating the participatory leadership, management and technical skills in consultation with CPC.
·                     Supervise and coordinate the activities of the Mobile Advisory Teams (MATs) in implementing project activities.

·                     Support the Senior Regional Programme Advisor in managing and planning various aspects of programming including programme design support taking into account WFP requirements, policies and practices.
·                     Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operations and the scope of programmes
·                     Responsible for overall school feeding programme support and act as a school feeding focal person in the regional office
·                     Support the Senior Regional Programme Advisor in providing programme oversight to country offices.
·                     Participate in country level programme review missions that consequently support the development of succeeding project documents or led to strategic revision of ongoing ones.
·                     Support the Senior Regional Programme Advisor in preparing programme workplans and budgets.
·                     Provide programme support in the review and preparation of reports including the Special Project Reports and Annual Performance Reports.
·                     Review, assess and present proposals for extra-budgetary funding that support programming.
·                     Closely work with the monitoring and evaluation team for the support of the country offices in managing decentralized evaluations in the region.
·                     Act as Gender Focal Person in the Region
·                     Ensure compliance with WFP’s policies, criteria and procedures with respect of programming.
·                     Supervise other programme staff; provide training and technical guidance in their work
·                     Perform other related duties as required.

Qualifications and Experience
·                     Education: University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
·                     Experience: At least five years of postgraduate progressively responsible professional experience in public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions.
·                     Knowledge: Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.
·                     Language: Fluency in both oral and written communication in English essential.

The United Nations World Food Programme (WFP) is looking for a qualified candidate to fill the post of Senior Procurement Assistant in support of the Regional Bureau for East & Central Africa (OMN), based in Nairobi, Kenya.

Duties and Responsibilities:

Under the direct supervision of the Senior Regional Procurement Officer, the Senior Procurement Assistant will be responsible for the following tasks:
·                     Guide, train and supervise support staff engaged in the processing of procurement reports and returns from country offices and regional bureaux in the procedures, rules and regulations;
·                     Analyze, control and maintain data from various sources in procurement systems and take corrective action as necessary;
·                     Respond to queries regarding procurement data from staff in the unit and elsewhere in the Programme;
·                     Initiate administrative actions related to procurement information;
·                     Update and track processing of procurement actions;
·                     Prepare purchase orders and contracts for review by a Procurement Officer;
·                     Prepare statistical tables and standard reports;
·                     Oversee the data input into procurement related databases by administrative assistants and provide guidance on data input and validation;
·                     Maintain relevant internal databases and files; keep track of contractual agreements;
·                     Verify claims for accuracy and conformance with procurement rules and regulations;
·                     Brief/debrief staff members on issues relating to procurement transactions;
·                     Evaluate, develop, and recommend procedures. Participate in discussions on new/revised procedures and practices; interpret and assess the impact of changes and make recommendations on follow up actions;
·                     Draft or prepare correspondence to respond to enquiries in respect to relevant procurement matters; review correspondence drafted by other assistants prior to clearance by supervisor, as appropriate;
·                     Perform other related duties as required.

·                     Experience: Five years of progressively responsible support experience including at least three years in a financial unit, human resources, audit, evaluation, resources, or another related field and at least one year at the G5 level or equivalent.
·                     Knowledge: Knowledge of WFP manuals in the area of procurement and financial rules and regulations.Knowledge of WFP’s Information System. Training and/or experience using MS PowerPoint and other WFP standard software including word processing, spreadsheet and other systems. General knowledge of UN system policies, rules, regulations and procedures governing procurement administration.
·                     Language: Fluency in both oral and written communication in English essential.
Other desirable skills: 
Knowledge of relevant WFP specified software; proficiency in a second official WFP language, preferably French
