Background
The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) is an independent unit based in the UNDP Headquarters, New York. It conducts country evaluations called Assessments of Development Results (ADRs) to capture and demonstrate evaluative evidence of UNDP’s contributions to development results at the country level, as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national effort for achieving development results. The IEO will conduct an ADR in Malaysia in 2014, covering the period between 2008 and 2014. Based on the principle of national ownership, the IEO seeks to conduct the ADR with the participation of Malaysian evaluators.
Duties and Responsibilities
The evaluation consultant will work closely with the IEO ADR Evaluation Manager and Associate Evaluation Manager during the evaluation process, in particular during the data collection and analysis phase, and the preparation of background papers.

Key tasks will include:
  • Desk review of reference material;
  • Preliminary analysis of UNDP projects;
  • Preparation of a background paper on the assigned component of the programme;
  • Gather data, including through interviews with relevant stakeholders and, as appropriate, field visits;
  • Participate in analysis and synthesis with the evaluation team;
  • Draft a background paper (‘outcome paper’) according to a template to be provided by the IEO; and
  • Review and assist in finalization of drafts of the evaluation report.
The main data collection and initial analysis is expected to be conducted during an evaluation mission from 5 to 23 May 2014.
Competencies
  • Capacity to work in a small team effectively and in a collaborative manner;
  • Strong communications skills including the capacity to conduct interviews effectively to gain desired information;
  • Capacity to organize and analyse complex information;
  • Capacity to work under time pressure;
  • Strong drafting and reporting skills in English.
Required Skills and Experience
Education:
  • A Master’s or Ph.D. in a relevant subject area
Experience:
  • At least 10 years of research or professional engagement in one of the following areas of UNDP’s work: (i) inclusive growth and human development; (ii) environment and climate change; (iii) gender; (iv) governance;
  • Experience in conducting complex development evaluations and programme-level evaluations;
  • Experience with UNDP and/or other United Nations (however, the consultant needs to be independent of the UNDP programme in Malaysia, which means candidates should not have been directly involved in the design and implementation of UNDP supported interventions during the evaluation period (2008-2014)).
Languages: 
  • Proficiency in English and Bahasa Malaysia.
