Uzbekistan possesses extensive reserves of fossil fuel and therefore requires special attention to its production and utilization. Pursuit of economic growth in the past has not fully considered the associated environment costs, in particular the rising levels of carbon emissions. One of the major factors that could contribute to sustainable development and competitiveness in the economy is a more efficient use of energy resources. Uzbekistan has substantial potential in renewable energy, particularly hydropower, solar, wind, and biomass, but their potentials are yet to be fully explored. In order to ensure environmental sustainability, efforts will need to continue to integrate the principles of sustainable development into national policies and programmes for a more effective and efficient use of natural resources.The recently introduced concept of Low-Emission Development Strategies (LEDS) provides a framework for countries to formulate their approaches to sustaining long-term national growth in the context of mitigation of further increases in greenhouse gas emissions and adaption to the irreversible climate change impacts. A very high priority for UNDP as an implementing agency with a climate and development mandate is to develop capacities of the countries to formulate, access finance and implement LEDS.
To demonstrate the project achievementsin the above mentioned areas the project plans to develop, print and disseminate among its stakeholders relevant reports and promo materials. In this regard, project needs to recruit aDesktop Publisher.
Under the direct guidance and supervision of the Project Manager, the National Consultant/Desktop Publisher will render specialized technical services at ensuring high quality, accuracy and consistency of work. He/shewill work in close collaboration with the project team to exchange information and ensure consistent service delivery.
Duties and Responsibilities
TheDesktop Publisher will be responsible for producing designs/layouts of above indicated informational products and ensuring that the final products are attractive and coherent for the general public.Based on inputs will be provided by the project team (texts, photos and graphics), designer shall outline and develop the designs/layouts of the required products in accordance with UNDP Graphic Standards for design of printings and information products (see pdf file at:http://www.undp.org/dpa/graphstandards/UNDP_GS_E.pdf)
In particular, the assignment will include the following tasks:
- Develop design and layout of the items listed below:
o Brochure “Measurement, Reporting and Verification (MRV) Systems for Energy and Building Sector”;
o Brochure "Manual for NAMA developers";
o Brochure "Road map on Transition from CDM to NAMA";
o Analytical paper "Creation of favourable market conditions for renewable energy technologies penetration in Syrdarya province"
o Paper "Integration of gender issues into climate change negotiation agenda"
o Updated technical papers on five key focus areas of climate change negotiations (mitigation, adaptation, finance, technology transfer and new market mechanisms);
o Report “Toward the sustainable energy: low-emission development strategy for energy sector in Uzbekistan”;
o Report "Capacity Building in the field of promoting Energy Efficiency in Public Transport";
o Newsletter # 2/2014;
o Project Promo materials (Youth Summit on Climate Change, side-event of COP-20, RES events).
- Submit tentative layouts and discuss them with project team, and revise, in case of need, some particular drafts based on the project team suggestions/comments;
- Prepare electronic files for the printing house/producer;
- Submit all final electronic files to the project (UNDP) in printing-ready format.
Timeframe and fees
The following deliverables and indicative schedule are expected from the consultancy contract. Exact dates of beginning and completion stages as well as scope of works for each phase can be corrected by Project Manager based on reasonable justification by the consultant. The project reserves the right, if necessary, to amend the terms of reference of a Consultant based on a written agreement. The final schedule will be agreed upon in the beginning of consultancy assignment. All deliverables should be submitted to the project (UNDP) by the Consultant in Russian.

- 6. Brochure "Manual for NAMA developers" designed and submitted. Due date: 20 September 2014
- 7. Report “Toward the sustainable energy: low-emission development strategy for energy sector in Uzbekistan” designed and submitted. 8. Report "Capacity Building in the field of promoting Energy Efficiency in Public Transport" designed and submitted. Due date 31 October 2014

Competencies
- Knowledge of UNDP requirements related to design/production of publications/information products;

Required Skills and Experience
Education:
- Master Degree in technical sciences, computer sciences or closely related field
Experience:
- At least 3 years in desktop publishing;
- Ability to operate MC office, Corel Draw 11, Adobe Photoshop 7.0, Adobe Acrobat Professional 7.0;
- Working experience in the areas of environmental management, climate change and international climatic negotiations is an asset;
- Availability of at least 3 publications designed by the applicant in the field of environment during last 2 years are assets;
Language Requirements:
- Excellent knowledge of Russian.
- Knowledge of Uzbek and English is an asset.
Evaluation:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation
